Katie Holmes took advantage of the unseasonably warm weather this afternoon.  The actress left her apartment in a pair of cut off and rolled up jean shorts which she rocked over a pair of stirrup tights!  Katie, that is a deliciously 90s outfit and I only wish you took it one step further and wore a t-shirt tied in a knot.
